Impacts of Industrial Structure Optimization on
Eco-efficiency in Green Development:An Example
of Yangtze River Economic Belt

摘要:本文运用超效率数据包络分析方法测算了长江经济带的生态效率,然后利用全面可行广义最小二乘估计方法检验了产业结构升级从合理化和高度化两个方面分别对生态效率的影响。结果显示,长江经济带各省区的生态效率处在相对较低水平,呈现波动趋势,但大部分省区的生态效率正在逐步改善。产业结构合理化和产业结构高度化都对生态效率的改善有正向作用,但其作用有限。由于长江经济带在整体上以第二产业为主,技术进步未能对生态效率起到正向影响;人均GDP和环境规制都与生态效率呈现U型关系;对外开放对生态效率起到显著正向影响,而人口结构与生态效率不存在显著相关关系。因此,当地政府应该继续提高环境保护投资和绿色技术研发投资,进一步优化固定资产投资结构。除贵州和云南外,其他省区都应该降低第二产业占比,提高产业结构高度化和产业结构合理化。

Abstract: This paper applies a slacks-based measure of Super-efficiency in data envelopment analysis to calculate the eco-efficiency in the Yangtze River Economic Belt and further uses comprehensive FGLS model to analyze the influence of industrial structure upgrading on provincial eco-efficiency from the aspects of industrial structure rationalization and industrial structure optimization. The results show that the eco-efficiency of Yangtze River Economic Belt is at a relatively low level and showing a fluctuating trend, while the eco-efficiency of most provinces is gradually improving. Both the industrial structure rationalization and industrial structure optimization have positive effects on the improvement of eco-efficiency, but their effects are limited. On the whole, due to the Yangtze River Economic Belt is still dominated by the secondary industry, technological progress failed to exert a positive impact on the improvement of eco-efficiency. Both GDP per capita and environmental regulations have a U-shaped relationship with eco-efficiency. Opening up can have a significant positive impact on eco-efficiency, while there is no significant correlation between population structure and eco-efficiency. Therefore, the local government should increase investment in environmental protection and green technology research and further optimize the structure of fixed assets investment. In addition to Guizhou and Yunnan, other provincial regions should promote the transfer of leading industries by reducing the proportion of secondary industries, so as to improve the industrial structure rationalization and industrial structure optimization.
